The CASA power grab is predicated on a prior usurpation: MTC’s 2016 hostile takeover of our region’s land use planning agency, the Association of Bay Area Governments.
Indeed in 2016, the Metropolitan Transportation Commission (MTC) voted to defund the Association of Bay Area Governments (ABAG) in order to reduce the power of small governments in regional planning and pave the way for more functional regional governance.
