CaRLA is excited to announce Courtney Welch has joined the CaRLA team in our newly created position of Director of Planning & Investigation. She brings a wealth of experience in housing advocacy and practice, and has already hit the ground running in her role to hold cities accountable. We are thankful to Open Philanthropy’s generous support for making this new hire and team expansion possible.

More about Courtney:

Courtney Welch is an East Bay native, experienced civic leader, proud mother of two, and member of the Emeryville City Council. 

She was previously the Director of Policy and Communications of the Bay Area Community Land Trust (BACLT), where she and her team helped create permanently affordable housing through cooperatively-run land stewardship projects.

Prior to BACLT, Courtney was the Continuum of Care Specialist with EveryOne Home, where she played a key role in ensuring the Alameda County Continuum of Care is compliant and operates efficiently and effectively to address homelessness. In 2015, she founded Courtney Consulting Agency, a virtual assistant firm dedicated to assisting minority-owned startups and small businesses with administrative and operations needs.
